SUMMARY OF THE POSITION
The person who designs, analyzes, evaluates and provides professional procurement techniques. Develops and implements product standardization plans and procurement processes.
Exigences
REQUIREMENTS
Education
• Bachelor’s degree in Administration or in another relevant discipline (e.g., Procurement, Supply Chain Management, Operations Management, or related fields).
Experience
• Minimum of three (3) years of relevant experience in procurement;
• Experience in database management and the use of procurement software (asset);
• Knowledge of medical products and/or medical equipment (asset).
Knowledge and Abilities
• Strong knowledge of the Procurement/Finance module of the Virtuo system;
• Familiarity with MSSS administrative rules (asset);
• Solid understanding of administrative methods and techniques, procurement processes, reporting, and information systems;
• In-depth knowledge of procurement practices;
• Skills in planning and auditing administrative procedures, as well as in program planning, including the development of policy and program guides and quality assurance systems;
• Ability to identify and analyze procurement system needs;
• Proven track record with procurement systems in a similar environment;
• Excellent leadership and teamwork skills;
• Well-developed critical thinking, organizational, and decision-making skills;
• Strong communication and knowledge transfer skills;
• Advanced computer proficiency, including with Microsoft Office Suite applications .
Profil recherché
LANGUAGE
- Fluency in English and French;
- Fluency in the Cree language is an asset.
Conditions de travail
SPECIFIC FUNCTIONS
Database and Procurement Software Management
• Optimize and maintain the procurement database for user access and efficiency;
• Generate detailed reports based on data extractions;
• Provide support to procurement software users by analyzing, researching, and documenting their needs.
Coordination with CCSSSBJ and CAG
• Analyze CAG calls for tenders in collaboration with CCSSSBJ case managers;
• Provide statistics and analytical support for participation in calls for tenders.
Additional Responsibilities
- Support the manager in implementing procurement-related procedures;
- Develop, enhance, and maintain ongoing communication with various internal and external stakeholders;
- Provide support to sites regarding global procurement strategies;
- Design and develop management tools and training activities for department staff to facilitate knowledge transfer in procurement.
- Recommend improvements and strategic changes to current procurement methods, standards, and processes;
- Perform any other related tasks as required.
